LAB-80, How to fix

A friend gave me a vintage Garrard LAB-80 turntable. It does not work. The levers in front of the tone arm move freely and move the internal mechanism. The motor will not operate. When I push the auto or manual levers, a multimeter connected across the power line indicates that a connection is being made, but nothing happens. When I spin the platter by hand, there is a clicking sound but the internal parts do not move. Is there a simple fix for this problem?
